On Tuesday, CMS released its Inpatient and LTCH PPS Proposed Rule. The rule would increase Medicare IPPS rates by a net 2.8% in fiscal year 2022, compared to FY 2021, for hospitals that are meaningful users of electronic health records and submit quality measure data, while LTCH rates would increase by 1.4%. Additional IPPS provisions include:
- Repeal of requirement to report median payer-specific negotiated rates for inpatient services, by MS-DRG, for Medicare Advantage organizations on the Medicare cost report.
- Use data from Worksheet S-10 in the FY 2018 cost report to determine the distribution of FY 2022 DSH uncompensated care payments.
- Continued suppression of certain measure data that could be affected by COVID-19 in calculating hospital performance in the VBP, HRRP, HAC, and IQR programs.
- Extension of New COVID-19 Treatments Add-on Payments for eligible COVID-19 products through the end of the fiscal year in which the public health emergency ends.
AHA is preparing analyses and rule briefs now, for members, and will distribute them when they're complete.
